Windows 10 X64 HPCM2320MFP scanner install issue

I am having issue setting up the scanner function of this CM2320NF MFP. It prints, but even trying to load the full package driver it fails to find the printer. I have tried the same driver package on another X64 windows 10 PC and same issue, I also tried to add it as a scanner, but it only installs as a printer. 
I have checked local firewall, AV, etc and see nothing blocking the communication. 

Googling it it seems others have similar issues with windows 10 and this device, one source multiple people said remove and reinstall driver, but I did this on a system that never had that driver and still had issue. I almost think there is issue with the software or how it works in windows 10. 

Any ideas how to add this device to windows 10 X64 and get it to work?
