Copier Vs. Regular Printer

I don't know if this is just a little bit of venting, or if I am looking for an actual answer... I am interested to see if others have ran into this.

We purchased a great big network copier a couple of years ago, costing a few thousand $$. The whole point was to have it on the network for people to scan documents to their computer and to be able to print to it as well. People print to it here and there (one or two copies at a time). We also have regular toner printers around the building.

Our office manager recently brought up the fact that she doesn't like people printing to the networked copier, because it costs more between toner and service calls. They have a company (that is located across the street) come and keep the maintenance up on it.

I have always thought that printing from the copier is cheaper than just a regular printer (with toner). There is higher yield, etc. Is this false?

Secondly, I don't understand why we spent a few thousand on a copier, where we can only use a couple of the functions. It is because of this that a part of the staff wants nothing to do with the copier. 

Has anyone been around and around with their management about this kind of issue before?
