Printing from a 2003 Term server to a local printer defaults to the Stack bypass

The skinny, we have an out of state facility that we have users RDP into a 2003 Terminal for access to certain local softwares. We have an individual who is having issues printing to his local pc Windows 7, from within the Terminal, his problem is that it always tries to print to the stack bypass even after you redirect it to another tray. When he prints to the printer outside of the terminal session he has no issue and the issue was temporarily resolved when we changed the settings of the document output and printer default but as soon as he logs out the settings get flushed.

Any thoughts would be appreciated, and yes i know 2003 is no longer supported so mentioning it does nothing beneficial to the topic.
